Texas Medicaid

Texas Medicaid ABA, with the deepest payer rules in ABACare.

ABACare is for ABA clinics of any size in any state. Texas Medicaid is where the payer-rule pack goes deepest today, so this page says exactly what is Texas-specific and what works the same everywhere.

What is Texas-specific and what is general.

Texas Medicaid has reviewed rule packs. Other payers do not yet, and ABACare holds their claims for a person instead of guessing.

What the Texas pack does.

  • 837P generation for TMHP. ABACare generates X12 837P claims formatted for Texas Medicaid's TMHP system, resolving each Texas payer by its own clearinghouse trading-partner ID rather than by name, validating billing NPI and tax ID before release, and carrying the prior-authorization number on the claim.
  • THSteps-CCP benefit rules on authorizations. Authorization creation enforces the THSteps-CCP age ceiling from the payer's reviewed rule pack, measured at the authorization's own start date so a birthday cannot retroactively invalidate a valid authorization. Reauth lead times are read per payer from that same pack, 21 days for Superior HealthPlan, 30 for the rest, alongside unit and expiration tracking.
  • Seven Texas payers in one practice. Authorization evidence and claim readiness sit in one review surface. A payer without a reviewed pack holds the claim instead of borrowing another payer's rules.
  • Identifiers on the case. Billing NPI, tax ID and rendering-provider mappings are checked before release, so a claim that would reject for an identifier is held with the reason named instead of discovered later.

A worked example, one Texas Medicaid client.

An example with invented figures, to show how the chain works. It is not a customer result and not a prediction for your clinic.

  1. Evidence

A client on a Texas Medicaid plan is 20 when a renewal is drafted. The date of birth and the authorization's start date are on the record.

  2. Rule

The reviewed pack sets the age ceiling at 20, measured at the start date. A renewal that starts before the 21st birthday passes. One that starts after it is blocked, and the reason is named.

  3. Proposal

For a Superior HealthPlan client whose authorization ends on the 30th, the pack's 21-day lead time means the packet should go to the payer by the 9th.

  4. Approval

The BCBA reviews the drafted packet and signs.

  5. Action

At claim time the 837P is validated against the pack's modifiers, daily caps and rate ceilings. Billing submits it through the payer's own portal.

  6. Audit

The pack version, its sources and the person who confirmed the payer's rules are recorded with the claim.

What ABACare does today, and what it does not.

  • Does: hold seven Texas Medicaid payer rule packs, each reviewed against the payer's published guidance.
  • Does: work for any ABA clinic in any state for authorizations, session notes, family updates and claim readiness.
  • Does not: carry reviewed packs for commercial payers or for Medicaid programs outside Texas yet.
  • Does not: submit claims to TMHP or any payer by itself. Billing staff submit through the payer's own portal and attest to it.

Questions about Texas Medicaid ABA.

Is ABACare only for Texas?
No. Any ABA clinic can use it. Texas Medicaid has the deepest payer-rule pack today. For a payer with no reviewed pack, ABACare holds the claim for a person to review instead of guessing.
Which Texas Medicaid payers have reviewed rule packs?
TMHP, Superior HealthPlan, UnitedHealthcare Community Plan, Molina, Texas Children's Health Plan, Wellpoint and Community Health Choice.
What age does Texas ABA coverage run to?
ABA is a THSteps-CCP benefit for clients through age 20. ABACare blocks an authorization whose start date puts the member past the pack's ceiling, and it measures age at that start date.
Does ABACare file claims with TMHP?
It builds and validates the 837P. A biller submits it through the payer's own portal and records the confirmation. ABACare records that it did not transmit the claim.
